Times-News Editorial July 8, 2006
 

On June 21, 2006 the Legal Defense Fund joined Russell and Antoinette Pennock in Schuylkill Township (Schuylkill County, PA) to present a forum on the right and duty of communities to ban the surface application of sewage sludge. A perceptive newspaper man, Donald R. Serfass, was apparently taking notes and undersood the underlying message: "regulating" corporate harms through government agencies and the permitting process fails to protect communities because citizens don't write the laws; corporations do.
